TL;DR
If you like a light-hearted manga involving a school setting and a lot of ecchi moments with a big-breasted girl, you'll probably like it.
Plot - 5
The manga's content is basically written in a kinda short-stories style, with each chapter having essentially no relation with another, and with little or no progression. I'm not particularly a fan of this style, but it does provide decent comedic moments. Around the middle a new girl gets involved, who got into the Student Council just to get close to Mio, who she likes a lot, but that part more or less became irrelevant when Mio ignores her for Ritsu.

If her role had a more complete arc it would have spiced up the plot a bit. Overall the plot is pretty average.
Characters - 5.5
Essentially no character development notable. Even by the epilogue Ritsu believes getting closer to her is a hassle and grants him "a greater life threat", albeit possibly a mere jest, though nonetheless he doesn't show much affection. Mio did learn the lesson of not pushing so hard so selfishly, as it actually got Ritsu in hospital trying to save Mio in an "accident", and she does seem satisfied with the relationship. Other characters are too minor to comment on. (2/5)
As for design, I'm used to more masculine-looking MCs for a series like this, but nonetheless RItsu's appearance fits the plot and allows moments where he's mistaken as a cute girl, adding to the comedy element. Mio's design on the other hand is pretty good. The big breasts aside, the good long purple hair and a cute face / character is attractive. All in all the designs are decent. (3.5/5)
