It sits in a gray area. The girls are really, really close, and there is no opposite sex love interest for either of them. On the other hand, they aren't explicitly in a relationship.

I'll go ahead and drop in, I know it's been a bit. This is yuri, they are explicitly together. They even have sex in the series. How do I know this? In an episode, they are rolling in a bed together and it shows a feather falling to the floor. For literal centuries, a handkerchief, feather, tissue, or other similar object has been shorthand for sexual intercourse in literature. It was often used to get around content censors so a work would be allowed to be published, or not be rated more mature than an author meant.
