It wasn't a bad episode. But it was the weakest so far.

BTW, drunk Shimorenjaku was really cute :-)

I usually am sympathetic to characters like Kengamine, especially since anime usually sets it up so you don't want to be, so I enjoyed this episode.

Here's some interesting historical context for this episode. The reason Yeager keeps going on about Japan "buying peace" is because this is in reference to American anti-Japan sentiment during the 1991 Gulf War. During the the 1980s a strong yen and weak dollar allowed Japanese investors to buy up large amounts of American property, which further fueled a popular anger at Japan manufactured by American industrialists and Democrat politicians over an "unfair threat" posed by Japanese auto and high technology products. In 1991, Japan refused to send JSDF troops to the US-led coalition forces, citing Article 9. The Bush administration subsequently bludgeoned Japan into paying a large sum of yen to fund the war. The impact of the American pressure on Japan to pay for the Gulf War, and subsequent questions in Japan over the role of the JSDF and Article 9, can be felt in other anime from this period, such as Patlabor 2, as well as a spike in anti-American sentiment in anime during the 1990s.

The high tension between the American and Japanese in the episode seems like a time capsule of Japanese feelings at the time related to this issue. The friction is metaphorically settled by Mitaka beating Yeager in their 'duel' and subsequent reconciliation through an American recognition of Japanese merit.
