All three series have the same staff members. Gonzo's fifth studio worked on the original series. When Gonzo got into financial trouble and went into restructuring, the fifth studio staff left Gonzo and formed Studio Gokumi. Gokumi is now animating both Achiga-hen and Zenkoku-hen. The rights to the manga belong to Square Enix and the anime belongs to TV Tokyo, not Gonzo. That's why it seems as if the animation production team changed. |

Then a 3rd season for the semi's, then a 4th season for the finals. Or the might combine those in a 2-cour 3rd season. Something along those lines. I doubt the semi's would have been done before 2014 even if she hadn't gone hiatus. With only ~18-20 chapters per year. |
