Motochika Mori. Cold, methodical, and precise to the point of some his strategies seem like clairvoyance. Although his failure is his idiocy at the same time. You don't have an endless supply of soldiers, you know.

Most of my favorite characters are the intelligent type that excel in planning and strategy, even if that is not their most prominent characteristic. For example:

Michiru Kaiou (Sailor Neptune) from Sailor Moon - Sailor Mercury is known as the strategist of the sailor soldiers, and rightly so, but Neptune is also very intelligent and cautious. There are several occasions in which she figures out what is going on before the other characters, and in which she uses her intellect and/or intuition to outsmart her opponents.

Fay D. Flourite from Tsubasa Reservoir Chronicle - He comes across as a bit flighty in the beginning, but it is quickly revealed that he is actually quite sharp and calculating when he needs to be.

Shuusuke Fuji from Prince of Tennis - Inui is perhaps the character from Seigaku that would be considered the "strategist," as he spends a large portion of his time studying and collecting data on his opponents. However, Fuji is very much a strategist in his own way. He is highly intelligent, and he often hides a more perceptive, serious nature behind a disarming smile and easygoing persona. He is careful to not let others discover his weaknesses (even Inui is not able to decipher them) while he targets the weaknesses in others. His match with Mizuki is a perfect example of how easily Fuji can manipulate and defeat other players when he is properly motivated.

Kurapika from Hunter x Hunter - Kurapika is a more obvious strategist. From the beginning, he is portrayed as a very calm and logical character that uses his intellect to get himself out of tight situations. This becomes even more apparent later when he comes up with a very innovative way of using nen to exact his revenge on the Spiders.

Haku from Naruto - In addition to being a very competent fighter due to his training with Zabuza, and exceptionally gifted because of his bloodline, Haku is very observant and analytical. Zabuza depends on Haku to devise a strategy to defeat their opponents.
