Well I had thought about this the exact moment when this choice had to be made... like give them half half and restrain one of them and go and capture one of the shifter and make the other one eat that shifter....

It is a bit far fetched though like everything has to go according to plan, but hey, they could have captured one of them if they didn't divide the force and attacked on only one of the shifters.

1. Levi wanted Erwin to finally rest. Turning him into a titan would just be torture (since it's like being in and endless nightmare).
2. They didn't have anything to capture titans at that point. Most of their forces were decimated.
3. Rod Reiss might have needed only a little to turn because he had royal blood. A normal eldian might need a full syringe to turn, as we've seen with the convicted people that Marley turns into titans.

@Yosakusan Yeah that makes sense. As Ymir said, being a titan ain't exactly a pleasant experience. Answering your 2nd point, they didn't need to capture him, just let him wander the empty city.
However, all that happened in the Final season, I always wonder what Erwin's input would've been.

@Madhav001 Ikr. Only reason I could accept is that Erwin had been through enough so Levi let him rest. This poor mans dream though, so close he could taste it, but cut short.

I thought most of their gas was spent anyway so they had no means to actually chase.

Ehh… maybe they could have tried, but they had nothing to suggest that it would work out the way they wanted it to. In fact, they had evidence to the contrary in the first part of season 3. Reiss had turned into this giant mf titan when he drank a bit of the spinal fluid. Whose to say that wouldn’t happen if they tried splitting the injection
