I'm not familiar with the manga. Is this show about mental illness? That's kind of the vibe I got after watching it.
It's fine. Everyone makes mistakes. You just need to make an effort not to make the same mistake again.

For a simple answer no. The manga though does explain what it is about. And the upcoming anime will as well. :)

I don't really get this anime either. Is it something like Natsume Yuujinchou (young Chise is like Natsume when he was a child)?

As I said above the actual adaptation of the manga coming up will explain stuff. The OVA was a side story to the manga and was released with volumes 5,6 and 7 of the manga in Japan. It kind of expects you to know certain things. I would explain it here but the anime will do a good job. And I know it does since I saw the first three episodes in theaters. I hope that helps a bit.
