I'd say Ansatsu Kyoushitsu is what you need but it turns really serious towards the end, and I mean REALLY SERIOUS. Still, if you can take that, it's perfect for you.

Silly action comedy, 6 episodes OVA from 1992 (but available in HD) : All Purpose Cultural Cat Girl Nuku Nuku

Good fun. Be aware there is also a TV-series of the more or less same name - I recommend the OVA.

Imo. pretty much perfect comedy+SoL/ "quirky girls doing quirky things" anime.
*darn, using my right hand is off-limits for a while. Typing with my left hand only is ... eww.*

For topics like these I always like to recommend Kyou kara Ore wa!!. Very funny hidden gem.

Cromartie High School, perfectly stupid at all times. It's a parody of the "badass high schoolers who look like they're in their 30s" genre (it's not really a genre used much these days though). The episodes are 11 minutes long too, sometimes it might be a complete story, other times, it might be multiple small skits, whatever.

Some highlights of the series include:
A mute Freddie Mercury lookalike (who may or may not be a student, but is definitely somehow a main character)
A robot, who is obviously a robot, that no one can quite admit that it's a robot
Maeda's mom
An internet troll
Blatantly advising the audience that they need to read the manga because they've purposely left things out
Not rescuing Maeda

I would also recommend the manga too, it has amazing panel joke timing, chapters are really short, so it gets it punchline and joke through expertly. The humor in general tends to be more of a British dry style, but it's amazing.

And Photon and Here is Greenwood are some fun 6 ep OVAs from the 90s.
