Kamui's psycho pass pretty low

I've been wondering for awhile about why Kamui's psycho pass is so low. This was one of my first questions when I had finished the series. Think about his goal was to be judged as an multiple personality person, and it was 180 passengers on that plane that crashed. So my question is,why is it so low when he is technically 180 different people ( from what I could understand). Some of the criminals in psycho pass has had around 200,and if I remember correctly Kamui had 400.

So does anyone have an answer to that because it just seems pretty suspicious to me,or was production I.G. like this Kamui that has 180 different peoples body parts shall have 400 on his psycho pass,no discussion we are done.

Maybe it was the average of those 180 persons' psycho pass.

season 2's CCs are bullshit, don't think too much about the numbers
it's just a "i need this character to die/not to die now" plot device whose rules fluctuate at the writer's will

for all we know Sibyl just gave Kamui a random 300+ CC without really doing the math, wouldn't be the first time they do it in either season

wow people really hate the second season. Well there was another studio working on it and well,It had lesser episodes than the first. is this why everyone don't like the second season?

mostly because it shat on the first season's setting.
first season wasn't the best thing ever, nor was it the intellectual masterpiece some people think, but the sequel expected the viewer to be an easily impressable idiot.
it was 2014's elfen lied.
