When an anime and manga are airing simultaneously and anime catches up with the manga then animators have to add filler episodes until the manga progresses ahead of the anime

Back then the manga was still ongoing and the anime was also ongoing with both going weekly it's why fillers arc were added. It's something that run out for 30 years in the industry. Today it's mostly forgotten because the seasonal format allows break aside Sazae-san,one piece, detective Conan and mieruko-chan still running every other shows is break in season. The success of shingeki no Kyojin and kimetsu no Yaiba proved that the seasonal format work though Naruto was still in his course when it happened and it didn't stop Pierrot for doing the same with the sequel Boruto.

I've been thinking why they don't just pause it like one piece. is it because of money?

More episodes can lead to increased merchandise sales and viewership which is financially beneficial for studios

Naruto had fillers because by the time they got to the end of Part 1 of the manga, that part of the manga hadn’t actually ended yet so they decided to wait a year and do filler in the mean time. Shippuden had a lot of filler because the anime kept outpacing the manga, especially during the final arc, so they had to keep doing fillers instead of pausing the anime. Boruto is mostly filler because it’s published monthly and doesn’t have many chapters and this was back when Pierrot was still doing continuous anime so they decided to do a mostly filler series so as to flesh out the characters and the world.

They have paid for indefinete timeslot, but adaptation is catching up to source material.
Thus, they have to FILL in the timeslot with something

Its no longer airing. Its done. Just skip the episodes youre not interested in, it's all compartmentalized and fully skippable. It was just created as bonus content.

Be thankful that you can easily skip filler arcs and continue watching the canon episodes immediately, whereas most of us OGs had to wait several months for filler arcs to end.

I’m glad I wasn’t watching Naruto weekly because if I was then I would’ve had to suffer watching the fillers in the middle of the war arc

Good thing you can just fucking skip them, can't skip the garbage frame padding in One Piece.
If you reply back to me and I never respond, I lost interest and don't care. Sorry about that.
