| Thinking about this question actually made me just realize, I believe for the first time, that most of my favorite series don't even have villains per se. Or at least, not what I would consider villains. |
| Nouzen Kiriya and Nouzen Shourei from 86, I quite liked them and found them interesting, but they have less than 50 favorites here. Ouchi Fukuchi, had great motivation and dialogue, but also less than 50 favorites. |

| I want to shout out Lieutenant Tsurumi from Golden Kamuy. It's sad that a lot of what makes him great is spoiler territory. I'll just say he's devious, single-minded, charismatic (in a weirdly-specific way), highly-manipulative, brutal, and very funny. Very memorable character design and a wonderful voice to boot. Fascinating backstory and character motivation, too.  EDIT: maybe he's not a "villain," but he's just a great antagonist, and I wanted to mention him today for some reason |

well I've got two.
One not so much underrated but as rarely spoken of, is one of the most vile villain's of anime, Dino Galdino from Banana Fish.
For actually underrated there is Izaya Orihara from DRRR. He's actually likeable too which makes his villainy all the most tasty.

Medusa from soul eater is a cunning and manipulative, intelligent and her strategic mind make her a formidable antagonist, yet she doesn’t get as much attention as other villains Black Sperm is a formidable villain in one punch man with the ability to split into multiple clones, making him a significant threat during the Monster Association arc. Himiko Toga (My Hero Academia) member of the League of Villains is often overshadowed by other villains. Nurarihyon from the 2018 GeGeGe no Kitaro anime is an underrated antagonist. As the leader of the Yokai, Nurarihyon is a cunning and strategic antagonist who manipulate fellow youkai against Kitaro he is a villain that are often overlooked in shounen . |

| Quinella from SAO Alicization like others have mentioned. I also quite liked the villain from Helck, however it feels like we don't know enough about them yet, so I'm really hoping for a S2 to get a better grasp of the villain's side. There's also a minor villain who I really like despite being part of a filler arc in Naruto, Genno, and he nearly managed to destroy the whole village. That arc (Konoha Plans Recapture Mission) rivals some of the cannon arcs imo. I've actually found that currently airing anime have some underrated villains (although they may be underrated simply because they're lesser known/airing series). (1) Utsubo from The Fable: One of those heavily antagonized characters that still comes off as realistic, and not overly-antagonistic just to make you hate him. (2) Takauji from Elusive Samurai: By far the anime's best aspect is how they're able to show his freakish monster-like nature through his actions, creative animation, and the faces of terror from those around him. I would take off 2 points from the anime if it weren't for him. |
