Will CloverWorks lower the budget for Season 2 after financial results for the fiscal year ending March 2023 turned into a deficit with a final loss of 29 million yen?

cloverworks has no influence over the budget, they just get the budget from aniplex, and aniplex decides to some degree how much they get, but aniplex gets a budget from sony music so ultimately, sony music decides the range of the budget and aniplex decides the exact budget. nowhere in all this does cloverworks get a say

cloverworks is not part of the production committee of this show afaik so they are not part of its ownership hence they will not fund this anime at all and are just hired contractors (that are paid cheap to animate it) to do the anime adaptation of the production committee

again budget meme is misleading since usually the staff hired becomes passionate about an anime like some of them are long time fans of the source material

But you can't put the food on the plate with soul and passion project.

and thats the reason there is an animator shortage crisis going on for years now in the anime industry

Honestly I don't think the budget for bocchi the rock was that high to begin with. I would rather praise the director and animators for being creative. Good example of how passion project > money project. Anyway to answer the question, I think budget would rather increase due to the popularity of the show

Not up to Cloverworks, now will the budget be lowered? Perhaps, Bocchi is one of Clovers best performing projects but the deficit is series to the company.

almost certainly not.

I can assure you they lost money else where, this show was a huge hit specially in japan.

I think the lost money due to the fact that they are working on several huge titles at the same time.
