Makima part is spoilers. For the Kobeni scene the situation was different. Katana man and Akane were in peak form vs Aki, Denji and Himeno. Katana man reverted to human form after capturing Denji, and Makima coming in and violently slaughtering all their allies out of nowhere definitely did a number on them stability wise. Kobeni coming in there with the intent to kill was just the last straw that made them book it just to get out of there alive.

The reason she doesn't kills them is season 2's content. You don't need to worry about that right now.

Sawatari's devil is very powerful and that's the reason why Ghost Devil was scared of it. Kobeni being so agile and powerful was hinted by Himeno in episode 5. She is extremely powerful whenever she is not scared to death.

Kobeins powers were glossed over in the manga without detail but every so often when she is truly in fight or flight whatever contract she has makes her insanely agile and a formidable cqc killer. That wasn't too surprising and I'm glad the put that a bit in the foreground compared to the manga. Yes she is shy and just utterly terrified most of the time but when cornered you see the claws come out, metaphorically considering we're talking demons helping humans. I enjoyed seeing her actually utilize the skills that were only briefly mentioned before, they did say multiple times that she looks timid but is incredibly skilled and is why she's in that division.

Anything regarding Makina right now is a spoiler so let's just say there are reasons that not everyone was killed.

The author probably just wanted it to look cool and for people to react “wow, this is Makima’s magic, let’s get out of here” and then Kobeni comes in and looks super powerful as well. It made zero sense not to take them out first, or even at all. This goes into why having no real clarification as to HOW fear manifests into power really destroys the world building. You are telling me people are more scared of chainsaws than being eaten alive, burned alive, skinned alive, beaten to death, etc? Like this fears are real, where are these devils? This story is just confusing and even if they justify it after all this it just won’t change the illogically premise of the story.

If you pay close attention, you'll noticed severe shift in Makima's behavior on the shrine and most noticably right after she awakened on the train. She was pissed off big time.
That's why those guys died is such violent way, while those convicts just fell asleep. Because she held a grudge.
The better question yet: How did she even knew their names?
Also, Madoka asked her if she knew this attack will happen, to which she refused to answer. Big SUS.

And Makima mentioned before, that Kobeni is in fact very strong and when Makima speaks, you should listen.

she wanted to keep katana man alive basically, plus she needed a getaway, so if she waited to fight her, katana man would’ve driven away and she’d prolly die from other devil hunters and shii. Plus she doesn’t know how powerful kobeni is and so it was pointless to stay and fight.
About makima not killing them, if i told u then it’d probably lead to big spoilers from the manga, your lucky i hate spoiling things for ppl but i recommend you read the manga since later chapters are legit 10x better then the first 30 chapters

She didn't just kill "powerless" people, she killed probable Yakuza members whose names are probably on the record. As for snake girl & Katana man, she probably didn't know their names or she can't get to folks that have devil contracts

You totally missed the point of Kobeni scene. Snake girl ran because she was getting mauled over by guns and didn't wanna die. Katana man mentioned in the episode that even humans can't beat guns so the situation is very realistic just like with Kobeni in the hotel

The big difference between this situation and the hotel, acrobatics weren't going to help with an existential threat like being trapped in a dimensional loop from an eternal devil but this was someone possible to fight and Kobeni did just that

I got this teory that Kobeni got a contract with the Death devil, like, she was supossed to die a lot of times but something just happened and make her live, what if to live when she supposed to die she sacrifice all her lucky in life? Idk that makes sense to me
