For near instantaneously I can think of Mahouka Koukou no Rettousei where Tatsuya can basically heal himself at will, but this is only shown rarely. The show's quality is debatable however, so if you don't find yourself enjoying it early just drop it. I can also think of Goblin Slayer, where the Priestess's ability to heal is made extensive use of by the MC. The show is much darker than Baccano, so it may not be your cup of tea.

Well, Luffy's vitality depends on his meat intake, he's even able to restore blood through eating some. So One Piece should count.

One Piece episode 914 & 915 & 1027 were a mistake and 957 brought the salvation - FMmatron

Tatsuya Shiba (MC) from Mahouka can heal himself of any damages at crazy fast rates.

Hakaze Kusaribe (MC) from Zetsuen no Tempest can heal herself from nasty injuries too.

Ban and Meliodas (the MC) from Nanatsu no Taizai can heal quickly due to immortality/top demon regeneration.

and many more but these are the ones on top of my head

Fast healing does happen in a lot of anime, maybe not with similar backstory as Baccano though. A lot of anime with supernatural, demons or vampires have fast healing.

Blade of the Immortal, where it's protagonist, Manji is nigh immortal.
He will regenerate every would dealt to him and can even re-attach severed limbs if there are near by.

Ban from the Seven Deadly Sins is very similar to Manji at that regard.

In 3x3 Eyes, an old OVA, Yakumo's life is in Pai's body, and he will regenerate every wound, even fatal ones, if Pai remains alive.

Yuu Kanda from D.Gray-Man has some kind of supernatural healing factor, no matter how many times you kill him, he comes back to life as long as a certain flower has petals to shed.

And of course there is Piccolo from Dragon Ball, who can regenerate lost limbs at will. And villains like Perfect Cell and Majin Boo that are virtually unkillable thanks to their regeneration abilities.
