I want a romance anime that's around 24 episodes that has a legitimate ending, so no "the story continues! .. in the manga" type deals. Preferably no harem, ecchi or shoujo anime.

Clannad after story
Ore monogatari
Golden Time
Kimi ga Nozomu Eien
Nagi no Asu kara

And I think I can offer more if you are interested.

Clannad is 50 episodes, Ore Monogatari is shoujo, Kimi ga Nozomu Eien is 14 episodes, Golden Time and Nagi no Asu Kara I watched already.

Any other dank animoo recommendations you got?

Shigatsu wa kimi no uso - 22 episodes, very conclusive ending
Hibike - about 24 episodes probably (2*12 iirc), conclusive in general, the ending is nothing too special regarding romance, but everything else is
ef - a tale of memories/melodies - 2 times 12, multiple couples, overall a conclusive arc
Steins;Gate - nothing more to say, 24ep, conclusive, a bit harem though
Toradora? Not sure if I want to make the point that it has a strong ending, I would have loved to see another one, just like with Chunibyou

Not sure if romance enough:
Robotics;Notes - 22 Episodes, somewhat interesting yet not totally conclusive ending I guess

If you want some really conclusive romance and are fine with dropping the 24 ep restriction:
Cross Game is the most conclusive thing I EVER saw. (50 ep)

Thanks for the recommendations, wouldn't call Hibike or Steins;Gate romance anime at all but I'll check out ef - a tale of memories, and good to know Cross Game has an actual ending as I do want to watch that eventually.

Glad I could be of any help :)
Yea, regarding Hibike: Whenever I did talk about it as "more like a music thing with slight implicit romance" everyone told me "Damn, Sally, dont be delusional, this thing is straight on romance". So yea, that's why I started categorizing it as romance :D But I totally see, where you could make the point that it isnt.
As for Steins;Gate: Guess it's a matter of perspective: Is the majority of screentime about romance? No, it probably isn't. Would the show be at least half as good as it is, if there wasn't that romantic motif? Probably not either.

With Hibike there was romance in the show but it was never a main focus of the show at all, it was pretty much just all drama with the club members and the romance always remained in the background, like One Piece for example has comedy elements in it but I'd never call it a straight up comedy anime. Unless if you consider the Yuri vibes (especially with the ending) as romance which I personally wouldn't.
And if I'm honest I don't remember any legitimate romance in Steins;Gate, unless if there's some in Steins;Gate 0 which I didn't bother watching I can't remember any in the original series. Like there was stuff with Kurisu that might've been considered romance but I don't remember it ever specifically going in that direction at any point, though Steins;Gate wasn't too memorable for me so correct me if I'm was wrong on that ;P

Though there are two sequels, Nodame Cantabile's first season ends relatively conclusively.

REC is shorter than you requested but has a good ending.
