B-bbut, they make nice logical decisions a lot of times. Shiro learns a language in 15 minutes apart, NGNL is not a complete fucklogic type show..

I'm 99% sure it's for no other reason than for fanservice.

School uniform=Wearing a short skirt=More opportunities for pointless panty shots whenever she's flying around.

Apparently some people can't survive without seeing fanservice of an underage girl, considering she gets one or two panty shots at least every other episode.

The both "went" to school, but stopped going because of their various issues.

As for why she still wears it? Probably because once they bought the uniform no one thought to buy her any other clothing. Also in Japan, while this has changed over the past 20 years, many schools used to have a policy that their student had to wear the school uniform while out in public, and because of this at that time, many of those students did not have many casual alternatives.

Speaking of which, imposing uniforms is excellent for social control. It both makes identifying a transgressor easier and imposes far more guilt on anyone who may transgress (because they know that their shame will also tarnish the entire school). This is one of the reason why juvenile crime is so infrequent in Japan.
