Why did that 🤡 Declare war instead of making Peace Negotiations?

Supreme Commander of the Earth Federation Johann Ibrahim Revil declares war on the principality of Zeon. is he stoopid ? The Zeons killed half of the Earth's population by dropping a Colony into Earth. They have advanced mecha suits. He is saying bullshit like "A truce must not be signed at this point in time because this will not be a truce IT WILL BE A SURRENDER" Why is he putting more of the earth people's lives in danger when the Zeon is ready for Peace negotiations?
