uhhh, Bakemonogatari has an extremely low number of characters. Seitokai no Ichizon is the only one I can think of off hand that actually has less. It is also one where the story is talk, talk, and more talk.
A great series, but a terrible rec for this thread.
Danganronpa falls into a similar trap in that they put a lot of focus on the trials which means, yes, a lot of just talking.
A look at the examples also shows a tendency toward interwoven plot lines, and he seems more interested in ones where there are multiple leads rather than ones that just have a large number of recurring, speaking roles.
Danganronpa would therefore not be that good a choice based on how quickly characters get killed off, and how little development and screen time many get.
Mirai Nikki and Sakurasou No Pet Na kanojo would be more borderline, but possibly acceptable.
While I wouldn't quite recommend it as it's not all that good (too many random snippets that went nowhere), Oretachi ni Tsubasa wa Nai comes to a mind as an example.
Maoyuu Maou Yuusha also fits most of the requirements, but falls on the talking part since it's still heavily invested in politics and economics (it does pick up towards the end though).
Guilty Crown and Kakumeiki Valvrave both have a lot going on, but I'm not a fan of where Guilty Crown went for the second half, and the jury's still out on Valvrave until the second season.
Last Exile (both of them), Densetsu no Yuusha no Densetsu, Vandread, and the Super Robot Wars titles also all follow most of the requested features but fall short in some areas.
The only one I can think of that definitely meets all the criteria would be http://myanimelist.net/anime/67/Basilisk:_Kouga_Ninpou_Chou - the length allows it to give at least some screen time to cover every character on both sides (20 total), and many get fleshed out quite well. Several romances are prevalent to provide some emotion, and there is a great deal of action (it's a war between two ninja clans after all).

And if you like dubs, it's got the best dub ever, too. It hasn't been mentioned because the OP says he's already seen it. In fact, he gives it as an example of what he's looking for. I'm surprised you didn't catch that :P |
