What an awesome idea to make a film for children in developing countries who don't otherwise have access to cinema. And as the U-NEXT page said, it can likewise be appreciated by adults. 🙂

Film references I spotted:

... is that really the idea though? It's not like children that don't have access to mainstream AAA Hollywood movies are going to have access to underground independent Japanese short animation lol

Yes, it was produced by the World Theater Project, a Japan-based NPO (nonprofit organization) dedicated to movie delivery to children in developing countries.

The film being screened to children in Uganda:

It's essentially a traveling theater which tucks in equipment to rural areas and sets up a projection for the community. So sure, it was screened at various festivals and made available elsewhere, but this is not the primary audience.

A new source:

Two more references:

Train Pulling into a Station [This was more like a genre of films in the 1890s. There's an anecdote that at the first screening of L'Arrivée d'un train en gare de La Ciotat people ran away in fear much like the character in this film. It's not certain whether it's true or just a good story about how strange it was to see movies for the first time.]

Modern Times (Chaplin in the machinery at 2:48)
It’s time to ditch the text file.
