Season 3 doesn't contain a recap, so if you don't remember anything I'd say rewatch.
Although if you don't have time, either check out the 2nd season digest season 3 trailer and/or rewatch the last episode of season 2

In case you saw season 1 and 2 long time ago, then it's better to re-watch S1 and 2, if you have the time because season 3 wastes no time in recaps or flashbacks.

still incase you think you don't properly remember everything, you should probably re-watch S1, i did before season 3 started airing, coz it had been 6-7 months since i had seen S1 and 4 months since s2.

because when you rewatch something a second time around you notice things that you didnt notice before sometimes it forshadows things that appear later on and you understand them better

There definitely is some of that in Fruits Basket, but a lot of it is foreshadowing stuff in season 3, so it would be better to watch season 3 now and then rewatch the whole series if he wants to catch those details.

I think you just need to rewatch all episodes of season 1 and season 2 if you want to recall but I don't think season 3 would put that many recaps from other season since the story is something else.
