What horror did Urobuchi write again? I've only seen Madoka and Fate:Zero by him and those are neither horror or at Lovecrafts level. Can't speak for Poe though.

He's a nihilist, not a horror dude. He worked on Black Lagoon, by itself a dark tale on how horrible people can become.

I'd compare him to Poe IMO, not for style but for showcasing the dark side of human nature.
