There is not much to talk about this anime, so this review will be a little vague.

Well, the story begins with a group of detectives trying to catch a cat, and as the OVA goes on, Michio's story develops.
After we learn about his story, the revenge plot begins for the brother of a drug dealer who was supposedly killed by Michio. After having all the revelations about the events, comes the biggest problem of this anime: THE END.
Well, simply, at the end, they let all the bad guys go free, right after they kidnapped a little girl and tried to kill everyone involved there. Seriously, ...
