Right now it's at 02:34. This is from the DVD with behind the scenes stuff too I assume as the video can be found on streaming sites with a 13:33 runtime (the anime itself is near the end of the video). It also has some fun animation between the creator-as-a-cartoon and the chibi-characters before the Storm Rider piece starts and one with just the creator and his dog after the piece ends. Just before the main piece ends it shows the characters in a freeze frame art sketch styles and then with them as a group. If you included all that, the duration would be 04:11 instead.

Though when I was trying to find the ep in the first place I found a 05:51 long piece. The first half is exactly the same as the one from the DVD but it continues the 'story' after all 3 characters clash their swords in the middle (though the freeze frame art sketch styles feature is no longer there). They continue fighting on clouds then land on a snowy mountain and fight some more. This ep ends abruptly when a character does a radial power blast. There is no creator-as-a-cartoon sequence in this release either. So IDK if there's even more to the story after this since this 05:51 piece has an opening sequence with the producer's name but it just cuts-out at the end.

So what I'm trying to figure out is how long this anime really is. And why they releases are different.

The 05:51 video was derived from a sample ("風急雲怒") produced in 2003[1] and released (after some edits[2]) along with the 13:13 video as a DVD in 2004[3].

Thanks so much Zanetu.

Okay, so I guess that means the entry should be a fusion of the two? Would that make sense? Rather than having two separate entries?

Like if both videos were combined, and the live-action and duplicate animation pieces were removed from the 13:33 video's contribution. We would get a 7 minutes and 45 second duration.

For the 13:33 video, these were the original/non-duplicate segments I factored in:
08:08-09:33 : 85 sec
11:52-12:21 : 29 sec
=114 seconds=1 min 54 sec total

And I guess the year can be a range: 2003-2004 to account for both releases contributing animation.

Though an alternative could have the entry listed as 2 eps instead.
Ep 1: 00:05:51 duration (2003 release)
Ep 2: 00:01:54 duration (2004 release but for the new content only)
Average ep duration: 00:03:53

I think there should be only one entry ("風急雲怒") that contains only one episode. Only the 05:51 animation in DVD needs to be considered, with release date being Aug 12, 2004. Other parts are simply "The Making of 風急雲怒" (the Chibi version inclusive), which should not be listed on MAL.

To the best of my knowledge, the 2003 sample was never sold officially, but shown on several conventions. [1] So "2003 release" is not appropriate. By the way, 05:51 is the duration of animation in DVD. The 2003 sample is even shorter, according to [2].

I don't want to include the Chibi part for two reasons. Firstly, it's too short (approx. 1min). Secondly, the artists/director for Chibi version are different from the 05:51 animation. (You may check out the staff list at the end of 13:33 video. The artists/director for the Chibi version are listed separately as "Q版").

Huh, I didn't know the staff for the chibi stuff was different from the main Storm Rider stuff. I'm cool with that though, even with putting that info under the More Info section so people don't get confused when they try to find the video to watch. I know some companies for Comiket have junky throw-away type of animations just to frame the piece they want to show. But MAL doesn't account for that since they're so hard to wrangle, so it would make sense not to include it in Storm Rider either (also didn't know it aired at at conventions in China). Thank you for helping Zanetu!
