I finished watching the show. I think I missed the significance of what that phrase meant. From what I understand he says that all the time because he's a delusion and he's constantly being monitored by the General (and noizome). Can anyone confirm this for me?

2nd question: In Robotics;Notes Airi says that same phrase at the end of ep. 1. Did she say it because she is being monitored by Kimijima Kou?

I haven't watched Robotics;Notes.

I don't know about symbolism... but I think the answer of the question would be : Shogun's eyes, because he watched him all the time.

This is just my opinion.

I think it's because he's seeing memories of things he doesn't believe he has seen before and he unintentionally creates delusions and looks into other people's memories so he asks himself "Those eyes. Whose are they?" because he doesn't believe that the eyes that are seeing those events are his.
