The canonicity of this is debated.

People say the presence of Pretty Sammy shows that it isn't, but they missed the part where Mihoshi says she's replacing the real people with the main cast, so Pretty Sammy in this would be a different magical girl.

Where the canonicity is questionable is that Kiyone appears in this, and she's only in the spin-offs. However, she does get stranded at the end, so that could explain why she never appears again.

It's probably its own continuity or Tenchi Universe Continuity, but I'm leaving it here because it's ambiguous.
