Lolicon Phoenix is a perfectly self-aware parody of the superhero genre. It is not for everyone due to its obvious main theme, yes, but if your morals allow you to laugh at it, it's hilarious.
This manga focuses on absurd and unlikely situations, with the randomness involved being not unlike the level of works such as Gintama. The protagonist is only a speck better off than villains, which itself results in various quality slapstick situations that are even more comedic due to the fact that most of the cast are either extremely buff macho men or little girls. The humor could have gotten repetitive in the long run, but three volumes are exactly the right amount for it to work.
The art is not detailed or otherwise outstanding, but in the context of gag manga, the simplicity of the drawings works perfectly well.
Again, this isn't a comedy that is going to work for everyone, but if you're not offended by the concept itself, give it a try.
