the art or the animation quality is out to date , i would say but i would also say it's okay as it's actually an old animation run time ( 1999 - 2000 ) at that time there were not so developed animation software.......
the sound quality & the character development was avg actually it's good with the funny dialogues & music and every character with their own ideology , real life problems ... and obviously with a crazy teacher ....
well the enjoyment was at it's level best .... let me just tell you that i completed the series in one day 43 eps without sleeping & eating while watching it n my roommate who usually don't watch anime but he watched it too with me ............
well as i was there at the end of my overall rating i was confused between 9 n 10 ... i was thinking to give it a 9 because of the old days animation ..... but at the end the awesome story line n depending on how much i enjoyed it ... i had no choice but to give it a 10 , in my opinion
