I agree with some others that Phantom: Requiem for the Phantom is quite overrated.

First of all, I had the feeling that this anime was a little pretentious in that it seemed that everything was over-exaggerated. In less eloquent words, the central theme of this anime is "yeeaaahhh, we're assassins isn't that so cool? Look at all these stoic killers and gangster UHHH SO COOOL"....
This very much restricted me bonding with the characters, and there came a point where I didn't even care what happened to most of them, despite the fact that I was SUPPOSED to.

The story both annoyed and entertained me. In summation, it was a good plot that was not executed very well. The story doesn't really go into the specifics behind the motivation of characters, and I guarantee that most people watching this anime had a lot of questions.

One thing that bugged me a lot was the fact that a lot of elements in this anime did not follow basic common sense, but I won't go into specifics.

Again, the plot and characters are excellent, but I don't think that everything came together just right. It's like having the best ingredients for a world-class meal and then burning it in the oven.
I thought this anime was very good, but I feel like I could have LOVED it if they would have just cleaned it up a bit to where it doesn't seem like they're trying so hard and where I actually bond with the characters a bit more.

With all of this said, I still urge you to watch it, because it is very entertaining and I did enjoy it.
