Mixed Feelings
First thing to note is when watching this anime, you need to abandon any sense of logic in order to get through it. You can try and make sense of it, but you will probably only get half way though it before it screws with you head.

Starting out as a serious, mystery style anime it makes an extremely sharp turn to supernatural almost to the point where you're wondering if it's even the same anime you were just watching 2 minutes ago. While the anime just all over the place, the general story line remains the same which is what keeps it on a watchable level regardless of much it makes sense in the end

Art cant really be a merit for it as it is somewhat dull and some characters either have none or next to no emotion, or so much emotion in their animation that its almost creepy. The most thought out in terms of art style is the show's villain as he is both eye catching as he is terrifying at some points.

Sound and music is good for the most part, despite how little there is. The intro theme could quite possibly claim as being one of the wired intro's ever while the ending sounds like something out of a Legend of Zelda game.

Character development doesn't really go anywhere as it never focuses totally around one person. It keeps changing its focus to a new character every episode until towards the end which can get confusing for its viewers as to what it has to do with the main story.

Over all by the end of it it really did have an enjoyable factor to it as despite all its jumping around and little to no sense it made at some points, everything comes back to a central point in the end and gets you excited.
