I get fonts from here! There are toonnnssss. c: All you do is download the ones you want, copy the files containing the font, then place it in the folder for the program in order to use it. (Sounds kind of complicated, but there are tutorials out there to help you. ^^ I actually had to watch one myself because the process had changed after Windows 10.)
You can find images anywhere just by Googling what you want. :3 I found mine by looking up "pixel sky" or "pixel stars"; stuff like that. ^^
I'm not exactly sure that there's a site like that... I know there's a site to create layouts for Tumblr, but I'm not familiar with any BB coding sites. ;-;
But some basics would be (without the "."):

It honestly wasn't that hard, what's hard is placing images that fit next to each other! ;o;
Like for my bio and side note, I had to place them in a certain area to be side by side like that - and I had to add more border to the bio text to fit evenly with the text under side note!
