Hello and welcome to the MAL community. To answer your question, MAL is basically a large database consisting of most of the anime and manga in existence. You're also able to add series, characters, people, etc that aren't currently on here, so it's always growing and getting better. You're then able to take and add these series to your list that you've seen, want to see, dropped, etc and track your progress and rate series. You have many options you can input when you add a series to your list, but most people just do the progress and score.

Now the community aspect. We have a forum to talk with people on varies subjects suck as anime and manga, and specific series, as well as others. There's also clubs where you can meet people with similar interests. Last but not least, your profile. Tell the community a little about yourself. The community is here to meet people with interests in anime, manga and the like, which isn't the easiest thing for many irl. So be sure to make good use of it. :D
