My Conquest is the Sea of Stars should be watched first, since it's a prequel to the series.
Overture to a New War is basically a retelling of episodes 1 and 2 of the 110 episode OVA. I personally think it's better to start there instead of jumping right into the series. It's actually a lot better than the first two episodes also.
