It actually has a story but it's touched upon later on. The manga does give you hints about tsukasa's past throughout the mangal, in chapter 92 you already question what happens and chapter 143-147 is actually where the story truly begins. Chapters 148-151 focus on tsukasa's past and it has a drastically different tone from the overall series. After that part 2 begins and it really focuses more on the story aspect.
I would definetly give it a second chance, you won't regret.
