Seitokai Yakuindomo is one of those animes that start out with a bang and ends quietly. The first few episodes were very enjoyable, but it started to get repetitive after the 8th episode. It is roughly based on the manga, which takes the form of a comic strip. This anime is pure comedy so if you were hoping for an adventure, sorry to disappoint you. Nevertheless, it does fulfill its role as a comedy with its many sexual jokes.
Art (6/10)
Simply put: the art in this anime isn't that great. After watching a few episodes you'll get the feelings that... well ...everyone looks the same. Most
...
guys are drawn like Tsuda and most girls are drawn similar to Shino. At one point I was quizzical on why the Student Council president was asking the Student Council VP to help her start a club. Then I realized that it wasn't the Student Council president... just someone who looks almost the exact same. If they start making the second season, art would be one thing that I hope they will improve on.
Story (5/10)
Because this anime is a comedy, I didn't really expect much of a story. It's loosely based on the life of Tsuda, freshman at a recently integrated, previously all female, Osai Academy. On the first day of class, he is pulled away by the student council consisting of the President, Shino; the secretary Aria, and the loli treasurer Hagimura. As apology for making him late to his first day of class, they gave (forced onto ) him the position as Student Council VP. This 13 episode series roughly outlines their year together in the student council and ends with the end of the school year. Although there does seem to be some love tension between Shino and Tsuda, it is never developed on because the main purpose of this anime is to crack sex jokes.
Characters (9/10)
The characters are humorous and likable. Tsuda seems to be the only normal person in the council and, hence, the only person who stops Shino's and Aria's sexual jokes. Shino, the president, has perverted fantasies and is simply fascinated by male penis (don't worry there's no nudity in this anime). Aria, the secretary, is beautiful and nice but even more perverted than Shino, often cracking random sex jokes in the most awkward situations. Hagimura, the loli treasurer, hates being referred to as short and has a quite temper when she is called a "kid". None of the characters seems to be particularly serious throughout this anime. Almost everything they say or do is simply for LOL and maybe even a ROFLCOPTER.
Enjoyment (9/10)
Seitokai Yakuindomo provides a nice relief from other intense and action packed anime. Even though the art was mediocre, the content was there. One issue that lessen the effect of the anime is that most jokes are revealed through puns. Instead of actually understanding what they say (since japanese romaji has multiple meanings), you get a subtitle that says "Blahblahblah is playing on words. She said blahblah which is a play on words of blahblah". But I guess that's the price to pay for not being able to understand Japanese in a comedy anime.
Overall (7/10)
This is probably one of the best (and few) comedy animes I've watched. Most of the jokes are understandable and the producers really seem to give the anime the "common man" appeal. They put notices and jokes on there that gives viewers the impression that they are also kids who love anime. So if you're tired from watching action animes with never-ending suspense and need a break, Seitokai Yakuindomo is a good anime to just watch and relax, maybe even lol a bit. If you're not quite the comedy anime fan, then don't bother with this.

Pre-notice: If you don't like bad things said about this, then don't read it. I don't want people having seizures and breaking stuff. Otherwise, keep in mind that this is based on the first 3 episodes. Maybe it'll get better later, maybe it'll get worse.
When I first saw this anime on one of the download sites, I thought "oh what the hell, let's give it a try. The art looks good". Well the art WAS good, but that was ALL that was good about this anime. A few episodes into the anime, I stopped seeing the point. I was tricked.
Art (10/10)
As I said before, the
...
art is amazing. In fact, very few anime has art this good. The character figures and coloring really gives the viewer a sense of how great anime can be without the horribly disfigured eyes that take up 2/3 of the face or hair that looks like helmets. Around 99% of my attention to this anime was put into studying the art in the first minute or so of the first episode. Unfortunately, this enthusiasm did not last...
Story (2/10)
The story is horrible and completely pointless. Before some of you decide to send me death threats and whatnot, read on because it's NOT because I'm biased against masochism and other sexual disorders. This story is about a masochist guy Taro Sado, who wants to cure himself of the disorder so he can confess his love to a girl he sees while working at a shop. At this point I thought, "ok that's fine, at least there is a goal in this anime plus the art is good". He joins the Second Volunteering Club to cure himself of this problem. At the club he gets beaten around by the loli president (who I later learned was Sadist. Crap that made sense) and the girl who caused his masochism in the first place. But then after the second episode, it turns out the girl he fell in love with is just a cross-dressing guy who also happens to be his only best friend. Now, to me the plot is dead here. Given that the reason he was trying to cure his problem was to confess to that girl, now that he knows his first love was actually his best friend as a girl, what's the point of trying to cure his masochism? There is no reason why he's putting up with the three girls just beating the crap outta him and treating him crap other than "because he enjoys it". But seriously, I'm not going to watch an anime about people beating each other up because they all enjoy it. I've got better things to do.
Character (3/10)
The characters suck because what they do doesn't make sense; it's like they lack half a brain or something. Sado is just pathetic. For example, although Yuno was the girl who caused Sado's masochism, she has no problem BAKA punching the crap out of him when he gets close due to her androphobia (fear of guys) even though it's mostly an accident. Not only does she NOT apologize for causing his "perverted" disorder, she treats him like a dog and constantly disparages him for the disorder that she caused. What's even more stupid is, despite this, Sado tries his hardest to help her and understand her. He even beats up the guy who caused her androphobia. Ironic isn't it, how he helps the girl who caused his disorder by beating up the guy who caused her disorder. What's more, ANOTHER arrogant little girl (OH BAT FLIPPIN GREAT) comes into the series and together, those three just beat the crap out of people day and night. Nothing annoys me more than little brats acting like all high and mighty and this anime hit that peeve in the face.
Overall (3/10)
Overall, the 3 came mostly from art. Other than that, nothing else seemed to be too great. I stopped watching after the 3rd episode. My lips were torn from biting my lips because I had to do so to bear watching it. It seems to me that although this anime could have been an attempt to combine romance and comedy, it had neither. There were too many scenes that I didn't even know HOW to respond to. I couldn't laugh because it wasn't funny; I couldn't feel sad because it wasn't sad and I couldn't say "awwwwww, kawaiiii" because I'm not that kind of a person and there wasn't that kind of a scene. If you want to watch an anime with great art but otherwise just that, the try MM! out. Otherwise people like me who actually like to see something get done in anime have much better choices.
P.S. Don't bother sending me the "you're a cold hearted bast**d!" and "You're too immature to understand the love and devotion" comments because frankly, I Don't Care. If you think you understand, then don't read this review and just watch it.

This anime, although nicely drawn, lacks many aspects that pull the watcher into its world. The sudden start and end of the anime without development gives viewers the impression of trying to write an essay on a book that they are only allowed to read one page from. It seem to me that the producers tried to fit in too many aspects in only 12 episodes and ended up achieving little.
Story (5/10)
The story is the biggest letdown in the anime. Although it starts out with a good hook, it does not keep up with the expectations viewers have for it. The story revolves around
...
Natsuru, a boy who fell in an almost worshipping love for Sakura Kaede. The story starts out with Natsuru waking up as a Kampfer, a girl (such classic Japanese ideas) wearing a blue bracelet, participating in battles against blue bracelet Kampfers for some unknown reason. Along the way, he makes friends and accidentally gets Sakura to fall in love with his female self. At the near end of the series, during a mere time span of 5 minutes, viewers are spurned with some distorted tale of why the Kampfers fight. To me, this reflects inadequate plot development and planning. The producers did not articulate the story and the elements that were introduced and left in the cold. In addition, the ending was so abrupt and pointless that when I asked myself "What did I get from watching these 12 episodes?", my obvious reply was "Nothing." The story incorporates an action part that is sporadically displayed and abruptly ended, making me think that the producers probably ran out of money to continue.
The very last episode certainly left me and probably will leave you wondering "wtf just happened?"
Character (5/10)
The second biggest letdown is the characters. Although some people like the humorous characters that exhibit a hint of stupidity for comical effects, Natsuru transcends those expectations past the boundary of enjoyment. He is so incredibly dense and intellectually impaired that I could not help facepalming throughout the story. Not only does everyone play him for sucker, he is willing to do almost anything for Sakura out of pure infatuation. Futhermore, all of the other characters also constantly have times where better decisions could have been made. An avid viewer would continually say "Why didn't they do that? It would have avoided ___" throughout the entire story. Although the unpredictable plot is fitting for comedy animes, it does not fit well into the atmosphere of Kampfer.
Art (9/10)
The best thing about Kampfer is its art. The characters are drawn very beautifully and very anime-like. In addition, the contrast between art of the same characters at different stages of the story caught my attention and induced me to learn from the art style.
Overall, Kampfer is a mediocre display of anime. The great art was what kept me watching, certainly not the plot. In the series, many aspects of school life, love, and are embedded in these 12 episodes. This is also the reason why this anime is not as widely acclaimed as it could have been. Should the producers instead fit that in 24 episodes, Kampfer certainly could have been a better anime. If you're someone who just enjoys an anime with some lol, love, humor, action and has no exceptional emphasis on the presence of a developed plot, this anime might not be bad for you. However, if you're someone who only watches anime with a story and intricate characters, your time could be better spent elsewhere.

This is my first time writing a review so any feedback is appreciated.
I put this series on hiatus for a while and just finished it last night on a sudden whim. I have to say, it is one of the best anime I have ever watched.
Art (9/10)
The art is very great. It is animated very realistically while still retaining the part of anime art that attracts so many people. Phantom's movements and eye changes are some of the exceptional arts.
Character (10/10)
This, I have to say, is the most important to me. With all the anime being created, there are less of the cold, cool male
...
character that possesses amazing abilities at the beginning. Instead, most anime nowadays center on a pathetic, weak male character being beat around by an arrogant female character, overcoming challenges and eventually emerging victorious,(blah blah lame). Zwei in this anime is all that anyone could ever look for in a good character. He is cold, logical, intelligent, cool, skillful, taciturn and doesn't take crap from anyone. HE is in control. Throughout the anime, I always seem to relate to him and cheer him on.
Story (10/10)
This is the story of Reiji, a kidnapped tourist who was trained to be a heartless assassin of peerless skill at a desert facility and given the codename Zwei. He meets Ein, the prototype assassin, also known as Phantom. They endeavor on the quest to find out their true identities and escape from the world of assassinations and the crime organization Inferno, which they once belonged to. Throughout the story are numbers of twists and revelations that would certainly beat the "journey to slay the evil dragon" storyline any day. The end is much like the end of Code Geass R2. It is very ambiguous and leaves the viewer confused and deep in thought.
Overall (10/10)
This anime embraces tragedy and vengeance, two often ignored concepts in anime. Life isn't always full of happiness and flowers and the producers of Phantom: Requiem for the Phantom understand that. If you are bored of all those mainstream animes where the pathetic main character has no backbone and just gets beat around but then (SUDDENLY) obtains great powers... only to be beat around by the female character again, then this anime is the answer to your prayers.
