I'm assuming you're asking cause of my Tower of God review? It depends. Enjoyment is the most important factor in my ratings, but of course animation affects enjoyment since animation is literally a huge part of what an "anime" is. There are a lot of shows with amazing animation that I rated 5/10 or lower since I didn't care much for the story and mainly watched it for the beautiful animation - like Demon Slayer, Violet Evergarden, Wistoria, God of High School, and (most likely) Dandadan. On the flip side, I'd rate shows really high even with mediocre animation if the show's just really enjoyable and/or the story is amazing, like Shinsekai Yori.
Now for Tower of God S2, specifically - for me, animation is only part of the problem. There are definitely ways to make an anime good even if the animation is shit, but the problem is the ToG adaptation does a bad job in literally every single aspect. I think the directing, storyboard writing, pacing, and lack of worldbuilding (my favorite aspect of ToG in the manhwa) are even bigger culprits...But I won't say further than that since you seemed to have enjoyed S2. Which I'm very happy to see, btw. Glad there are still anime-onlys who are able to enjoy the show.
