Japan has one of the lowest crime rate in the world. So obviously even shoplifting is a big thing in Japan (it should be everywhere). Writer writes story for their own country culture. Also, Ichinose is Class's B Leader so rumors about her comminting a crime (which it is) can made others to not trust her. So it isn't "ridiculous" by any means.
