Japan is a sovereign state.
However before 2023 legal age was 13 so 13 and whatever was legal according to the penal law. Prefectures also have a legislative power on that kind of matters

Japanese society isn't monolitic (and I ain't Japanese) but personally 14yo kissing 17yo is what I'm used to since I graduated from primary school.

I can imagine my old classmates judging me if I had done something like that. But then at parties or friends meetups, it was actually the opposite, teenage hormones took over, and no one really cared about age differences, haha. Of course, this is just how I perceived the judgments of dumb teenagers; I’m not sure what a more serious adult would think now. What I'm asking is the plausibility of Uryu maintaining a serious romantic, and potentially sexual, relationship with Asahi. So that we can ensure she isn't just a narrative excuse or bait; where the story eventually take the predictable and family-friendly route with same-age Yuna. That would save me 24 episodes of pointless romantic back-and-forth. (I wanna really believe in Asahi x Uryu ship)
