If we were to calculate like this dragon is very powerful but we don't unless we see him in action or something significant being mentioned about him
We consider him powerful because he is leader of rebellion but still we haven't seen him in action
And same for bb we haven't seem him in action so he is weak (he is strong cause he is yonko but not strong as shanks, kaido and luffy because) until he do something like giving a scar to shanks again or do something to akainu or some other yonko
