I haven't read every single chapter yet and I haven't seen anything of the web manga but I was wondering if it going to be Garou.

Usually all these Shonen series have the same general plot of the main protagonist starting off weaker and slowly getting stronger to the point he can eventually take on the main antagonist who is incredibly strong from the beginning.

Being that One Punch Man is kinda different I was wondering if they were doing the reverse where the main protagonist Saitama is incredibly strong from the beginning and Garou is the one who starts off weaker and gets stronger and stronger over time to the point he can take him on.

He's gone from being on the verge of S Class to at least where I am now it looks like a match for Dark Shine.

You are correct... for the Monster Association Saga only, not the entire series. The story after the Monster Association is defeated is not related to Garou at all.

It's building up to be Garou IMO.

I see no reason for them to do that, to be honest. Especially after a huge arc they spent for years just to finish.

No, the whole purpose of One Punch Man is that Saitama is too strong. And it's going to stay that way, I doubt even Blast would be strong enough to beat or even be equal to Saitama. Anyway, they have introduced Blast as a hero, his son is a hero too. So why would Blast be the final boss? That's just implying that he will be a villain. So many people thought the same thing about Amai Mask, that he would turn out to be a villain. But that isn't the case, yet people are still thinking that Blast is going to be a villain for some reason.
