Kiznaiver was very visually appealing to me in terms of character design. I remember being fond of K's art style and aesthetic back in the day too, though it had degraded in quality by the end of the season.

Kimi no na Wa was absolutely gorgeous throughout. Makoto Shinkai's work always strikes me as visually impactful, with bright colors and luscious scenery. Otherwise, in a more abstract sense, I'm also very fond of Yuasa Masaaki's work!

Not any one anime in particular but, any scene where the characters are underneath a tree canopy and the the sun shining through the tree casts shadows across everything beneath.

Most of KyoAni titles have the top notch visuals. Especially Violet Evergarden.

In terms of realism nothing beats The Garden of Words.

For fight scenes, I gotta say ufotable, especially in Fate/Zero and UBW

Can't go wrong with Violet Evergarden or other Kyoto Animation titles, Aria, Mushishi and Orange. Chihayafuru has some nice character art too.

It is definitely gonna be a movie and not a TV Series. If you name a TV Series, you're simply wrong, no offense :>.
The sakuga scenes from the best TV anime are among the best animated scenes for sure, but the overall consistency is just always much more spotty on TV shows compared to movies (unless you're Nichijou, I guess). So as much as I love the animation in something like Mob Psycho, I don't think it would make it on my list if I take movies into account.

Whether you'd give the honours to something like Akira, Redline, Kaguya-sama, Kizumonogatari III or some Shinkai flick will depend on your preference regarding art and genre and on whether you like actual animation or background art more which always strikes me as weird in a medium like this. There's plenty of unanimated mediums where artwork is the only decisive factor, but it should really be animation more than anything for, well, animation.

the rest of the anime doesn't really hold up that well, but spirited away is pretty gorgeous. the tatami galaxy, the night is short, walk on girl, non non biyori, liz to aoi tori, hibike euphonium, madoka magica and madoka magica rebellion, little witch academia, and kimi no na wa are some other ones i think of when i think of great visuals

Monogatari series, especially the movies.
they have a different art style that I find really cool, props to Shaft.
in term of good "image/visual quality" I think Kyoto Animation is the best without any doubt.

For me amazing visuals mean clear lines, interesting art style and visual solutions / interpretations and cues, color harmonies / schemes, setting the mood and atmosphere, a freshness, nostalgia and realism to the elements, and no freakishly unrealistic body parts etc, and also a sense of magic and immersion. For now, these are the main criteria I can think of, in terms of these, my favorites are

Garden of Words
Maquia: When the Promised Flower Blooms
Your Name
A Silent Voice
Magical Girl Madoka Magica
Flowers of Evil
Love is Like After the Rain
Violet Evergarden
Neon Genesis Evangelion
Reaching You
Your Lie in April
Ancient Magus' Bride
Belladonna of Sadness
Serial Experiments Lain
Haibane Renmei
Miss Kobayashi's Dragon Maid
Children of the Whales
Children Who Chase Lost Voices
Brother...Dear Brother
Rose of Versailles
The Sea Prince and the Fire Child
The Legend of Princess Snow White
A Place Further Than the Universe
Angel's Egg
Polar Bear Cafe
GOSICK
My Neighbor Totoro
Re:Zero
and
Spirited Away

Stuff from Shaft and Kyoani are the obvious answers here I guess.
Ashita no Joe 2 had some amazing production values for its time, still holds up today.

Kimi no Na Wa (Basically every Makoto Shinkai Film though), Unlimited Blade Works, Violet Evergarden

They aren't my favorite styles, just what I think is the best looking compared to everything else I've seen.
you're cool

Puella Magica (by far my favorite overall art style) and Monogatari series... actually, almost everything that Shaft produce.
Anything that Ufotable produce.
Almost anything that KyoAni produces... but damn, Violet Evergarden was on another level.
Everything Makoto Shinkai produces.
Everything Studio Pierrot produ... just kidding.

No Game no Life.
A Lie in April.
Sakurasou Na Pet Kanojo. - I love the color palette of those 3.
Noragami - it has this clean, modern animation and design, and the colors of the of the Youkai, the effects, and the lighting... it looks just gorgeous despise not having any gimmicks.
Gankutsuou: The Count of Monte Cristo - this one is 15 years old, but it had a very interesting art style. Pure art.
Attack on Titan - let's be honest. It looks great... is not the design character or the color pallete, but the overall structure and the fluidity of the movement.

Those are all I can think of all.
