Ten no Hate made: Poland Hishi set in the The Polish-Lithuanian Commonwealth ( Poland is central European but close enough) , im not sure if its translated though.

@owlette no worries ;) good to know it is translated, i also found

Finlandia: Santa Yousei Gakkou ( set in Finland)

Shiroi Majo ( set during the winter war... so russian are in it)

best ive got sadly, i think the anime movie Giovanni's Island is about the Russian take over post ww2 of a formerly Japanese controlled island in the far north of japan.
