For example, the author of Kaze no Stigma is dead so the novel is left uncompleted.
That is really unfair to us anime fans. Therefore, there should be someone who should complete that novel, don't you think?
Anyway, who do you think is suitable to complete that task?

Hunter x hunter should have been taken by another writer(his son or his wife. I don't care)honestly.

Togashi will fuck everything up with his eternal hiatuses.

It's unfair because once we start reading a novel/manga, we expect a ending for it.
It shouldn't be left uncompleted.

It should be left just like that because there's no guarantee that person who continues with it writes something unbiased that was intended by the original author. It will only mess up the entire series and whatever good the author has done so far.

Specially when it comes to series that involves some sort of shipping, letting a "loyal" fan continue would be the worst decision ever. Just let the sleeping dogs lie.

Nah you don't know if the new author will follow original author's vision or not, let alone be as good as the previous work. There are more risks involved in this even if it means continuation of your favorite series.

Not meeting expectations is called disappointing, not unfair.

Can't say unfair should be the term used. It's bratty. Circumstances and life happens we never get the full story on why they've been stopped or been abruptly ended.

DO I think a artist/writer could/should have opportunity to take over for the original if they have a passion and want to finish the work, yeah, I think that's better then no ending unless they complete butcher it but I'd hope that someone to come up to plate like that and volunteer time and effort like that wouldn't do that.

Well he's in poor health as it is so pushing him even more will just kill the art/story along with himself.

I think that, if there are some sort of notes to indicate what direction it was supposed to go in (or, even better, some sort of outline, perhaps they passed away in the middle of writing or something), then I don't see too much of a problem with it being continued, with the approval of their estate/family/etc. The work they had put into it at that point indicated they wanted it out in the world, if you ask me. As for who should do it? If they had either an assistant or someone in particular in mind, then clearly them. They might not have had plans for the entire series, but maybe they were 50% or so done the book they were working on, leaving that to rot seems wrong.

If there are zero indications of where it was going, it might just have to stay unfinished, sadly, because the original author left no idea of where it was going and it'd be wrong to just guess.

The most confusing case of this though has got to be The Dream Machine. Satoshi Kon did a hell of a lot of work on that before he passed away far too early, near complete storyboards were almost certainly mostly done, scenes were being animated, music was being composed, etc. And ages ago, they promised they would complete the film, but it's been like 7 years with no progress whatsoever from the looks of it. I know Satoshi Kon was weird and did weird things with his movies, but this wasn't the first time he had worked with most of these people.
