Question about Akito's brother Geass

I noticed that Akito's brother was able to use his geass twice on akito but I thought geass only works once or did we learn something that when you die and reborn someone can use the their geass again on the same person who was reborn

I believe that handicap was only for Lelouch.

This isn't really the same Geass power Lelouch has, so the rules might be different.

I don't think Shin is necessarily using the command again per se.

Yeah, it isn't really explained what it is. It seems to be similar to Lelouch's, but definitely not the same thing. And remember there was Mao's which was just infinite use on everyone, so it's definitely possible it could be used more than once on the same person.
