It has to be a Rewrite heroine cuz that is the only Key game that deals with superpowers, fighting, and killing.

You could argue that Chihiya has control over Sakuya and Akane has some control over the Earth Dragon, which would make Chihiya the strongest follow by Akane but in terms of their own personal abilities, they're among the weakest in a fight.

Kagari can destroy the planet and she certainly has the potential to be the strongest but she wasn't design for combat. The strongest would be Shizuru, cuz she is the strongest combat heroine of Rewrite.

The only reason why Lucia "pawn" Shizuru (which she actually didn't, its more of a standstill) is because Shizuru didn't fight her seriously. This makes absolutely perfect sense considering Shizuru's personality. If you've actually played the entire game, its made very clear that Shizuru is the strongest combat heroine. This is especially apparent in the Moon Route and, to a lesser extent, her own route (Guardians made a big deal about her combat abilities but we never get to really see her fight in her own route).

Even with Lucia's "poison", Shizuru could easily immobilize Lucia with her own faster acting poison and kill Lucia before she can do anything. Moon Route strongly suggest that Shizuru is well above Lucia in terms of physical combat abilities.

The only characters stronger than Shizuru are Sakuya, Kotarou (depending on how much he uses his power), a young Esaka, and the Earth Dragon. Even then, she could probably match them if she uses her poison effectively, with the exception of a full-powered Sakuya and a fully rewritten Kotarou because, in exchange for their humanity, their Rewrite ability practically makes them physical gods. She has said herself that on a few occasions, she has beaten Sakuya, THE Sakuya. Even if he wasn't fighting her seriously and he certainly wasn't at full power, its still a big feat.
