Kurokami Medaka has been brought to a part of her life where there is no set purpose for her. Reaching that point was the only way for her to start maturing as a person rather than devolving into a glorified character sheet of stats and skills as she was in danger of becoming. Her absurd talents are no longer such a wall dividing her from other people as they have been since the first chapter. With her defeat at the hands of Zenkichi... or rather, at the hands of everyone in Hakoniwa Academy, she's begun to learn how to be with people instead of only standing above them.

And thus, she has become the perfect person to pull Ajimu Najimi out of her own suicidal mindset. Najimi was detached from the world and from people by her ridiculously long life and ridiculously vast talent. Despite being so old, she wasn't really mature as a person at all. An absurdly gifted existence without purpose, just like Medaka. So, Medaka became the first person ever to admonish Najimi like a fellow human being. To reach out from the flat background Najimi had always seen the world as and show her that absurd circumstances aren't a reason to just give up on life. That lacking a set purpose for living doesn't mean there's nothing of life to be invested in.

THAT was what Najimi needed; as a Not Equal, what she needed was an equal. Not as a nigh-immortal god-like being, as meeting the "other Not Equal who is just there" Shiranui Hanten clearly didn't solve anything. Not as a contrarian to the world, as meeting the greatest/worst contrarian Kumagawa Misogi didn't save her. What she needed was an equal as an immature person that has only just started growing up in this "epic" reality.

That is what released her from the last "Book Maker". That is what Zenkichi and Medaka accomplished through their more conventional "Election Battle". And in the end, that is the result of her "True Flask Plan".
