Well, he really could be 🤷🏼‍♀️
How many superhero movies do we have where they only have glasses as civilians or masks as hero's and nobody recognise them as the same even if it is very obvious for us/the one who watches the movie 🤔🤔🤔
And they did say that the homeless community didn't ask about their past, so it would be a good hideout 🤷🏼‍♀️

I dont think its him unless he got really tanned or something. I think that this character was planted there to make the viewers more attentive by signaling "yeah skinner could be anywhere"

The reaction of the professor was also weird, he acted like he knew something but ended giving such a minor hint that would make them travel half the world.

I think it is, making him disguised as a homeless man would actually be really smart because homeless people are often 'invisible'. And his character seems like the kind of person who knows this very well, likely to exploit that fact and potentially even make a point out of it.
