Pain is easily best villian and was never ruined and had a good goal in mind and a really good philosophy but Madara does have a pretty good philosophy only to be ruined by plot (zetsu) but yah I think pain is best villian

The one I like the most is Orochimaru, but yeah, Pain could be better, even Itachi, though I wouldn't consider him much of a villain
But the end of Shippuden really ruined a little of the background for Pain e mostly for Madara by putting Black Zetsu as some kind of puppet master

edit- but seriously tho , one piece Villians are great but there are better villians out there, for eg:- Aizen,Pain,Obito,Dio,Mereum,Frieza,Cell,light yagami,etc
also I heard so much praise about Monster's villian ,I haven't witnessed it myself before

For me, yes. Madara was fine. But I feel like all the hype around him that the series built up and the confusion of whether or not Tobi was the real Madara kind of ruined the excitement for me when he actually appeared. I didn't really like Obito personally. I felt like his motivation behind doing everything that he did was kind of weak since his relationship with Rin was just a one-sided love. I didn't hate Kaguya as most people did. But she did feel like an add-on.

Yes, without doubt...he's also one of the best antagonists in shounen. Madara's personality might be goated but he's overrated,so is Obito as a character. Obito's actions weren't even justified enough, his fans just feed the broken hero bullcrap all the time.
Pain's backstory was very well written, and his policy was the best of all...a complete political, justified and logical approach towards peace. Madara on the other hand wanted to trap ppl in their dreams, that's not solving the problem but forgetting about it.

Pain > Itachi >>> Madara > Obito >>>>>> Kaguya

He's a crappy villian, he only talks about ideals and kills people. Then with one talk no jutsu he just gives up and let's Naruto figure it out, also bringing back most the people he kills. He doesn't accomplish anything except a montage of fixing the village.

Absolutely not. He was a puppet, literally for Nagato and metaphorically for Tobi. He wasn't interesting in the least because he didn't have a personality since again, he was someone's puppet. Also just talking about Nagato since he was in control, his whole goal was hypocritical. He suffered all his life so his solution was to make the world more miserable in order to make people fear wars? In reality all he wanted was revenge which made him no different than Sasuke, except Sasuke was a deeper character than Pain/Nagato, as much as it pains me to admit.

Yes, he is a villain. Maybe you would agree if I said anti-villain as he had heroic characteristics; He made an evil thing by his own choice for greater good (Which it didn’t because look how Sasuke turned out cause of it during the anime series) that's what a anti-villain would do. By that logic if Itachi is not a villian than it means we should consider Thanos as a hero as well. According the true definition of the word “villain”, Itachi is 100% percent a villain and even one of main antagonists in the anime. Bro killed lots of innocent people, his parents, children, elders, tortured and manipulated Sasuke, his brother. Also told him to kill his own friend and led him to the road of loneliness and vengeance. Besides that, he was on the enemy side and an important member of the villainous terroristic organization (Akatsuki). That’s what makes him a villian.

Akatsuki as a group was the best "villian" but if I had to choose one then yea, Pain was definitely the best in Naruto. OG orochimauru was so cool but shit happened in shippuden...Madara, I felt was just there for eye candy fights...
