Lelouch or Gilgamesh. Or CC depending on what counts as win criteria since if it is survival, an immortal who can't be killed also can't lose. Or a tie between CC and Lelouch depending which timeline's Lelouch and at what point in time. Or a tie between all 3 since Gil will see through the farce before it even begins and probably won't participate.

There's no inherent right or wrong in this universe, but when we think with emotions rather than logic, we make things so.

Probably Mista, as long as he can avoid shooting himself in the head. England is technically immortal though, so it wouldn't be an easy victory. Heisuke and Speedwagon would be problematic, but Sex Pistols should take them out in the end.

I mean you can't win if you only defend, but you still can survive. The OP asked for who wins so I choose the ones that attacks. Well there's another candidate like Ruler but she tends to defend more, also Shirou could be an option, since he's strong af.
