I'm calling it: Akagi drew the 1-sou right there. He can still win with four of them and incorporate it into his hand, and effectively stopped Washizu from winning. Plus he has 8 dora now, combined with Chinitsu he will score a Yakuman an easily land in first place winning the whole thing.

I love how they attempted to create an illusion by having Akagi placed his last-drawn opaque tile besides the 1 sou tile. The emphasis of drawing tiles gave weight to the already suspenseful and important final round. Both Washizu and Akagi's winning hands were symbolic to their characters and background.

Washizu obtained tiles that can reach Kokuchi Musou (國士無雙). It means unparalleled, national scholar. Washizu has unparalleled reputation in his country. To defeat Akagi with this winning hand is to prove his unmatched luck and power that helped him to survive until these very day. Ranging from World War II when he left his position before the disaster to Akagi Shigeru, the undefeated outlaw, the shinigami himself. To survive for another day is to impede death itself, his inner demon.

Akagi obtained tiles that can reach Chiniisou (清一色). It means all of the same colours and could be referred to Akagi's individuality. His non-conformity and nature is undeterred by the "invisible" rules set by the great Washizu-sama himself. When he discarded the Pei/Běi (北), it can be seen as challenging the authority himself. To defeat Washizu with this winning hand mean that Akagi managed to free himself from unnatural death and retained his individuality.

Kokushi Musou is one of the hardest winning hand to obtain. All it took is 1 tile to rebel against the "authority" and the winning hand cannot be form, rendering Washizu's hands as good as useless. This is alluded to Akagi holding the very important 1 sou tiles which he needs to complete his winning hands. If such is fate, it means that Akagi has managed to obtain the last 1 sou opaque tile.
