Just do what others do and give less weight to the 1s and 10s. It's what imdb do and you can tell even the worst films get 10s for the first 20 reviews because they are done but the films staff.

Just ignore them as well they are a troll account and anime is a subjective media and different people can like different shows, just because a troll account hits the score hard doesn't mean your enjoyment of it lowers and if u say that it can discourage new audiences then they aren't true anime fans who only judge a show by its score, experience the anime before making a score on it.

3. things:
1. This would clutter the ratings with unnecessary information, that you can already find by clicking on more stats.
2. MAL is already doing something against troll accounts as far as I know.
3. Who even gives a fuck about MAL scores, they rarely even represent the actual quality of the show, and is more just bandwagoning stupid shit anyway.

My suggestion:

They should close the accounts or warn users that haven't been using or entering their accounts in a month or more. That they should at least log in (even if they won't update it) or it will be removed.

the site will loose a lot of legitimate users, because a lot of people use MAL during one month per year to apdate their lists.

and i think it won't do anything considering the troll who have time to creat all those fake accounts will have times to log in to each one because probably that troll has no life

But to say MAL scores don't matter is a bit incorrect. A lot of people choose which anime to watch next based on the ratings, and a significant decrease in rating means a lot of potential watchers are not going to watch the show. There are thousands of shows listed here on MAL, so a really bad show getting more ratings is as bad as a good show getting bad rating. For the veterans, it might not matter a lot since they know what to watch. But for a weeblet, if show X with rating higher than show Y, but is worse than show Y, and if they too think show X is bad, they might skip show Y.

In my opinion new accounts shouldn't be given the power to score currently airing shows. Like, for example an account that is created in Fall 2019, it should be eligible to score the Fall 2019 shows in Winter 2020. For already aired shows, there should be some comment compulsory while scoring for these new accounts, disallowing duplicate comments. This will make sure there is no copy paste of comments by bot accounts. This will make the lives of trolls harder. If an anime has drastic change in score after it has finished airing, it'll be easy to identify bots based on these patterns. Or the accounts can be assigned levels, and you'll have to reach certain level before your score submissions are accepted. There are many ways, we can't prevent these fake ratings but they sure can be slowed down.

MAL could use a weighted system like Rate Your Music. RYM uses aggregated ratings that are calculated using weighted ratings instead of calculating the raw average rating directly. It also gives more power to older and active users rather than new users.
